The General Regulations to the Organic Law on the Public Electricity Service Are Amended<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

The reform to the General Regulations of the Organic Law on the Public Electricity Service marks a new stage in the development of Ecuador\u2019s energy sector. Through Executive Decree No. 515, changes have been introduced that directly affect self-generation, self-supply, private investment, energy storage, security of supply, and the introduction of new models such as Autonomous Energy Districts.<\/p>\n

The reform broadens the opportunities for different stakeholders to generate and manage their own energy, introduces new alternatives for the sale and injection of surplus energy, and establishes specific rules for private projects, lenders, high-voltage customers, and strategic sectors such as oil and mining. It also includes provisions on ancillary services, electric vehicle charging, network expansion, and new implementation obligations that will need to be considered over the coming months.<\/p>\n

Beyond expanding the framework for private participation, these changes require a detailed review of how projects are structured, which enabling titles may apply, what self-generation obligations may arise, and which regulatory deadlines should be incorporated into the planning of each operation.<\/p>\n
